A 3875 ft2 apartment in the middle of the city, 2 underground parking spots for $435k

The kitchen is not the best part, it could do with a refurbishment, new stones and whatever.
Now, for the best part, the bathrooms:
Holy shit
Look at those probably one-off cabinets. And the bathtub hidden behind the sink.
The hardwood floors and the bedroom wardrobes.
Not keen on the marble floors, the tiles are too small, marble should always be used with large tiles.

Are there HOAs for apartments in the US?
It is a bit cheap for the area, a similar sized apartment in Jardins (the fanciest part of the city) would fetch close to a million dollars or more

Virtually every condo (that is, an apartment you “own”) has a HOA. Some of them are quite reasonable - my old place was around $150/month and it covered everything, well-managed. Fancy buildings can be in four figures per month. In this area the typical 400K condo is probably around 300/month.
Apartments/condos of that size seem to be rare here, anything over 2500 sq ft is a unicorn in my area, and will be in a desirable building with a seven figure price tag.

I’m going with NP. My house is 2200 st and I feel it’s too big some days. But we have 2.5 acres so I get some room to roam.

We have something similar to HOA but with a elected condominium manager, monthly meetings and monthly cost to manage and run the place (the building water bill, the building upkeep, employee salaries, private security etc).
For this building the cost is $750 a month.

Considering how cheap that is, that sounds like a good deal. If I could get paid what I do here, I could afford that place and even gut/refurb anything I didn’t like.

It’s cheap-ish, the city centre is not the safest part of the city, as safe as NYC I would say.
But if you take into consideration the size of the apartment, the parking spots and how nice it looks, I doubt I can find a better deal on something this nice.

I think most of the time there is an elected leader of the board at similar properties too (often older busybody types), and it will cover the same thing. I am surprised that one is so expensive, but if it is an older building, it might need maintenance. A big fear of condo buyers here is being hit with a large “special assessment” for major repairs like a roof or exterior surfaces.

In Brazil you have the added costs of private security and particularly high taxation on most services.
That also includes the water bill, which in most buildings, encompasses the water use of all units, there are no individual water bills.
Major repairs are often spaced out on 1 to 2 year payment plans and divided by all the units, so that is never a fear here.
For the price of the listing you posted, you could have this apartment in São Paulo, Brazil:

Oh yeah, I didn’t think of the security staff, not nearly such a thing here - at least not yet.
The water is the same in the building where I live now - no individual metering. The fees are reasonable though, as it is not a luxury building, and there aren’t many amenities to maintain. I prefer it that way. The key drawback is the lack of parking spaces - most units, including my own, have only one space.
A lot of people live on the edge here, and a 25K bill, even with 12 payments, can be a disaster. I’ve heard horror stories about people wo didn’t do research, or bought in poorly built buildings.
Speaking of that, the design and finishes of the units you post seems to be a level higher than here - much more European. Housing is generally built to a price in North America, and corners can be cut. I can’t imagine having so much square footage either - I have less than a quarter of that, and it is enough for me. Too much encourages junk accumulation.

São Paulo’s real estate market is not up there with NYC, Hong Kong, Shibuya, etc in terms of cost of living and speculation, but it is certainly getting there.
This is relatively cheap, a similarly sized apartment in a even nicer part of town can fetch 1-2 million.
